RECORDS AND INFORMATION MANAGEMENT SPECIALIST

Major duties include but are not limited to:
- The Record Information Specialist (RIM) develops instructional methods, materials and guidance related to the management of Health Care System records - Ensuring compliance with recordkeeping requirements for VHA records - Coordinates records management functions with service line records liaisons and leadership - Conducts focused monitors and audits of records created and maintained by service lines. - Evaluates the disposition of records within their life span to serve as a basis for assigning records retention instructions and implementing the most responsive and cost-effective means for managing them. - Develops standardized file plans/records inventories and indexing approaches where appropriate to simplify the use of, access to, and integration of information within the organization, which may include planning and implementing automated or manual information systems to assure that records or information created and generated will be properly scheduled and placed in the organization's records control schedule - Develops and disseminates policies and procedures, as needed, to supplement VA-wide policies and procedures. - Creates and presents training for Records Liaison Officers and provides guidance in identifying the resources available and responsibilities needed for adequate records management. - And other duties as assigned. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Providing status reports and technical advice to facility leadership on matters related to the facility's records management program; 2) Implementing records management principles and practices including the collection, maintenance, amendment, and disposition of records in accordance with applicable laws and regulations; 3) Applying analytical techniques and methods to issues concerning facility contracts dealing with Federal records in order to improve the efficiency and effectiveness of the operation; 4) Issuing expert guidance to staff regarding regulatory guidelines pertaining to the maintenance and/or disposition of records; 5) Extensive experience with computer programs, hardware and software, electronic forms, and database research tools; 6) Experience in the field of medical records that included the preparation, maintenance, and management of medical records and health information systems demonstrating a knowledge of medical terminology, medical records procedures, medical coding, and medical, administrative, and legal requirements of health care delivery systems OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and graduate level education beyond the first full year of graduate study. You will be rated on the following Competencies for this position:

Physical Requirements:
The work is primarily sedentary. There will be episodes of moderate lifting or prolonged periods of standing and bending in searching various files. There is lifting and carrying of such items as record boxes and bulky files. The work involves considerable walking, standing and bending conducting rounds, auditing, and providing training to both on-site and off-site personnel. There is also occasional lifting and carrying of such items as records boxes and bulky files, weighing up to 30 lbs., and boxing records in preparation for records retirement and shipment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
