Administrative Officer

Coordinates and implements all of the administrative activities of the service. Advises management on the establishment and progress of program goals. Ensures that inquiries, correspondence, and actions for the area of responsibility are addressed appropriately. Develops internal review systems to assure clinical activities are in compliance with organization and regulatory requirements. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Identifies organizational problems, inefficiencies, and potential problems. Develops recommendations for the solution of administrative problems and conflicts. Provides advice and guidance for improvements and anticipates potential areas of concern or questions that should be addressed when making recommendations. Assists in the analysis of management plans to determine the impact on administrative processes. Assists in evaluating organizational program operations. Performs analysis of budgets within the department for multi-year allocations. Manages the overall supply needs, services, material movement, and real property for the organization. Develops information papers and correspondence on wide variety of administrative functions. Articulates the reasons for changes to staff in order to facilitate timely and accurate revision. Discusses pertinent issues with operating personnel to determine the impact on new or revised guidance on current operations. Assists in preparing financial after-action reports which includes analyses and recommendations for cost savings. Schedules or coordinates meetings, prepares agenda, and prepares minutes for each. Develops tools and training guides for the user and participates in delivering training and educational programs to others as appropriate to knowledge and skill level. Monitors expiration of Medical Center COR certifications. Monitors status of procurement request packages submitted to Contracting and identifies missed milestones. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develops, interprets, and implements policies and procedures and serves as the contact person concerning administrative issues. Identifies workload trends and perform statistical analyses, Establishes statements of work or proposals of work for the contract, Coordinate, prepare, and submit reports and participate in meetings related to these activities, Analyzes and trends a wide range of data to assure compliance with existing policies, procedures, national mandates, and regulation. . OR, Education:
Applicants may substitute education for the required experience. To qualify based on education (TRANSCRIPTS REQUIRED) for this grade level you must have:
Amaster's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, Combination:
Applicants may also combine education (TRANSCRIPTS REQUIRED) and experience to qualify at this level. You must have an combination of specialized experience and graduate education directly related to the work of the Administrative Officer position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. . Physical Requirements:
The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
