Supervisory Medical Records Administrator

Responsible for the oversight and direct operation of all personnel working in the HIMS section which includes:
Medical Records/Scanning, ROI, Coding, Transcription Services, Cancer Registry, Clinical Documentation Improvement, and facility Record Management. Establishes all aspect of the medical record and medical record management functions in accordance with the bylaws, policy, handbooks, The Joint Commission (TJC), the American College of Surgeons and other regulatory and accrediting agencies. Interprets and implements health information/record management policies and procedures, regulations, public laws, TJC requirement and standards. Provides advice, assistance and guidance to clinical and administrative staff on TJC, VISN, VA and medical/legal requirements for medical records and interrelating fields as well as writing and finalizing policy/procedural memorandums. Acts as the liaison in all medical/legal actions concerning medical records/release of information issues. Interprets complex regulations into hospital and service policy and procedural directives as well as implements policies to ensure information is consistently and legally correct. Responsible for all aspects of medical record maintenance (coding, document filing, accuracy, purging and retirement, etc.) Responsible for the overall effectiveness of HIMS and Record Management. Establishes policies for record maintenance and modifies or adapts existing procedures to improve processes to meet requirements to comply with regulatory or accrediting body. Provides sound, logical advice and guidance to all phases of medical record documentation requirements. Facilitates the Medical Record Committee and Medical Forms Subcommittee agendas, presents subjects, and leads the discussion as well as regular HIMS staff meetings. Responsible for all HIMS personnel matters (hiring, performance appraisals, performance/conduct issues, training, and staffing changes, etc.) Work Schedule:

Experience:
Three years of experience in the field of medical records that included the preparation, maintenance, and management of medical records and health information systems. At least 1 year of this experience must be comparable to a GS-4 level position. An associate's degree in the health information field plus 1 year of experience that included the preparation, maintenance, and management of medical records and health information systems. NOTE:
Successfully completed training for health information technicians in a school accredited by the American Health Information Management Association (AHIMA) at the time the program was completed may be substituted for 1 year of experience. No credit may be given for partial completion of such training. OR Education. Education equivalent to a baccalaureate degree from an accredited university or college. Experience/Education Combination. Equivalent combinations of experience and education may be used to meet basic requirements. Preferred
Experience:
Certifications in Registered Health Information Technologist (RHIT), Registered Health Information Administrator (RHIA), Certified Coding Specialist (CCS), Certified Coding Specialist - Physician Based (CCS-PB) from the American Health Information Management Association (AHIMA), Certified Professional Coder (CPC) or Certified Professional Coder - Hosptial Based (CPC-HB) from the Amercian Association of Professinoal Coders; minimum of 3 years of Medical Coding but prefer 5 or more years of medical coding experience would include coding inpatient and outpatient diagnosis, surgeries and procedure as well as a thorough understanding of ICD-10-CM, CPT, and HCPCS coding systems; course work in medical terminology, anatomy and physiology, and exposure to pharmacology. Experience. At least 1 year of experience comparable to the GS-11 level that demonstrates the KSAs described at that level. Examples of qualifying experience include but are not limited to:
skill in project management and process improvement, which includes the ability to develop new or improved solutions to complex technical problems in health information management; ability to advise management and staff about adequate medical record documentation, health information services, and/or computerized patient records based on current statutes and standards; ability to plan for, justify, test, assess, and/or advise about the use of current and future software programs or information systems, implement and integrate such products into current health information management processes, and recommend changes in policies or procedures; ability to interpret, implement, and apply knowledge of privacy and confidentiality requirements affecting individual patient/protected health information; demonstrated comprehensive knowledge of medical and legal requirements related to both paper and electronic medical records; ability to communicate and negotiate with professionals in higher level positions; if the position is supervisory in nature, ability to plan, develop, direct, and evaluate health information or related functions; ability to successfully apply principles and techniques of sound human resources management; and skill in administrative management, i.e., budgeting, contracting, procurement, and property management. In addition, you must demonstrate at least 1 year of experience comparable to the next lower grade level that demonstrates the KSAs described at that level. In addition, the candidate must demonstrate the following professional KSAs and demonstrate the potential to acquire the assignment specific KSAs as listed below:
Demonstrated Knowledge, Skills, and Abilities:
Ability to identify, define, and resolve managerial, administrative, and computerized medical record problems associated with unique, underdeveloped, and controversial aspects of medical record management; Skill in developing new policies and procedures for administering electronic medical record programs in order to improve program effectiveness and/or apply newly developed programs or theories to problems that require new approaches; Ability to understand computerized patient record data systems that are meaningful to the medical center as a whole; Ability to teach new and continuing users in electronic health record and health data systems as appropriate to the current assignment; If supervisory, ability to manage assigned resources; If the position is supervisory in nature, the ability to provide the full range of supervisory duties which would include assignment of work; completing performance evaluations; selection of staff; and recommendation of awards, advancements, and, when appropriate, disciplinary actions. Work is primarily sedentary. Light lifting and carrying of files/folders may be required. Requires walking, sitting, and standing for long periods of time.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
