Procurement and Resources Specialist

The incumbent will analyze existing contract vehicles and propose/recommend new and innovative solutions to meet Procurement Hub goals. The incumbent will coordinate with Contracting to ensure proposed acquisition strategy is appropriate and efficient. The incumbent will plan, organize, manage, and resolve a vast array of complex issues. He/she will orchestrate proper acquisition planning by ensuring input and concurrence from key stakeholders. The stakeholders typically are subject matter experts consisting of facility level service chiefs, VISN 4 program managers, and Contracting. The incumbent will develop, implement, and control contractual, financial, and technical aspects of the project through all phases of the acquisition process when no closely related precedents exist. He/she provides oversight and tracking for all VISN 4 contracts. He/she establishes timelines and provides briefings to internal and external stakeholders regarding the status of project work and other duties as assigned. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have three (3) full years of progressively higher level graduate education leading to such a degree or LL.M is related . OR, Combination:
Applicants may also combine education and experience to qualify at this level. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
